Executive Director of Human Resources

The Executive Director of HR (ED) will lead the transformation of this key office within the Department of Administration.  The ED is directly responsible for the overall administration, coordination and evaluation of the human resource function - working closely with Department Heads and senior government staff to attract top talent.   The transformation of this office provides a unique opportunity to develop and implement effective strategies and systems in the areas of talent development and training, compensation and benefits, data analytics and other areas.   The ED is the public face of the Department, conducting public hearings as the DOA Director’s designee and providing consultative advice and direction on matters related to labor/employee relations, employment, training, HR data systems and employee benefits.

 

The Executive Director of Human Resources/Personnel Administrator reports to the Executive Director (DOA)/Operations Officer and has administrative and technical responsibility for the Office of Personnel Administration. 

 

Qualifications:

  • A thorough knowledge of modern principles, practices, procedures and techniques in the field of human resource administration; the ability to apply such principles, practices, methods and techniques; the ability to perform the duties involved in planning, organizing and coordinating the major functions of a public personnel program; the ability to cooperate with and obtain the cooperation of state officials and the public;
  • Experience that may have been gained through employment in a highly responsible administrative position in the field of human resouces, including the responsibility for directing a personnel program under a merit system; or employment in a highly responsible capacity in directing a broad technical area of public personnel administration in a central merit system agency;
  • A Bachelor’s degree from a college of recognized standing with a degree in Public or Business Administration supplemented by coursework in the field of Human Resources or a related program.  Consideration will be given to any combination of education and experience that shall be substantially equivalent to the above education and experience

Key Responsibilities include to:
-Establish strategic direction, develop policies and procedures, and manage the quality of the state’s human resource functions and services.

-Oversee and coordinate that state’s HR systems for the Executive Branch of state government

-Develop statewide HR goals, objectives, training and performance standards

-Administer and oversee examination and promotion programs designed to determine the qualifications of persons to perform duties or be promoted for positions in classified service; and

-Provide strategic advice and direction to state agencies regarding optimizing organization structure to achieve customer service goals.
