VCSS is a community-based focused agency which delivers mental health and family support services in the homes, schools and communities in which people live. VCSS delivers programs ranging from prevention and early intervention programs to highly intensive home-based services designed to prevent residential and other institutional placements. VCSS is focused on empowering people of all ages to build upon their strengths and capacities to address the problems and needs they have within their lives.

Essential Functions:

  • Coaches and advises leaders and Human Resources (HR) on all aspects of HR.
  • Supervises, directs and develops assigned HR staff.
  • Acts as a change-agent as the business continues to grow and develop with a goal of providing a world class customer and employee experience.
  • Drives business and HR initiatives and influences decision makers.
  • Maintains in-depth knowledge of legal requirements related to day-to-day management of employees.
  • Manages and resolves complex employee relations issues.
  • Assists with the new hire/on-boarding process.
  • Creates and facilitates leadership training based on business needs.
  • Assists recruiter and business with recruitment and interview process as needed.
  • Assists HR Director with various projects, research and tasks as needed.

Minimum Required Education and Experience:

  • Bachelor's degree in Human Resources (HR) or Master's degree in HR if Bachelor's is not in HR.
  • Five years of direct Human Resources experience; PHR, SPHR preferred.
  • Must have HR expertise in compensation, CA leave administration, employee relations and performance management.
  • Working knowledge of HR related laws & regulations.
  • Demonstrated leadership with the ability to establish credibility, rapport and influence a board range of people at all levels within the organization.
  • Strong internal and external customer services focus.
  • Effective communication (verbal and written) and presentation skills.
  • Ability to work collaboratively across divisions, functions and levels.
  • Highly developed project management, analytical and organizational abilities.
  • Ability to identify and handle priority and/or sensitive issues with discretion, and a commitment to confidentiality.
  • Ability to be flexible and manage multiple high priority tasks and projects.

Position/Program Requirements:

  • Must possess a valid California driver's license, personal automobile insurance and clean driving record.
  • Must be physically and mentally fit. Must be willing to complete a Tuberculosis (TB) and drug screening test.
  • Must be willing to complete a personal background investigation conducted by the State of California.
  • Must be willing to work within a culturally integrated workplace.

Physical Requirements:

  • Must be able to work in an office or outdoor environment including standing, walking, and running, sitting for extended periods of time, bending, twisting, reaching, balancing, occasional carrying and lifting up to 25 pounds and up to 10 pounds frequently.
  • Must be able to sit for prolonged periods of time in a vehicle for traveling up to 100 miles driving distance.
  • Physically able to walk up and down stairs routinely.
  • Requires the ability to utilize computer and telephone systems.
